Commonwealth of Dominica Citizenship by Investment (CBI) Revenues at 37% of GDP

Commonwealth of Dominica Citizenship by Investment Program enables investors and their eligible family members to acquire citizenship through a significant investment in Dominica.

A recent International Monetary Fund report emphasizes the Commonwealth of Dominica's CBI program as a crucial economic driver, urging strategic reforms for long-term stability. 

Dominica CBI revenue

CBI revenue made up an unprecedented 37% of the country's GDP in 2022/23, showing a significant increase of over seven percentage points from the previous year. By calculating the average GDP of 2022/23, we can estimate that Dominica's CBI program generated about US$232 million in revenue.

The CBI program has supported significant infrastructure projects, such as a geothermal energy plant, a new international airport, and initiatives for climate-resilient housing.

New Due Diligence Unit

Skerrit, the Prime Minister of Dominica, has announced the establishment of an Independent Due Diligence Unit (DDU) for the CBI program, which is set to launch in October 2024. 

Operating under the Financial Intelligence Unit, DDU will play a crucial role in the CBI program. It will review all applications and provide advice based on due diligence reports and information from the Joint Regional Communications Centre, ensuring the program's integrity and security.

Visa-free travel to the UK 

Regarding visa-free travel to the United Kingdom, Skerrit expressed optimism about ongoing engagements and meetings to address concerns and reinstate Dominicans' visa-free status. The UK imposed visa requirements on Dominica in July 2023, citing security concerns related to the CBI program. 

Skerrit believes these ongoing discussions could lead to the UK reconsidering visa-free entry for Dominican passport holders. He pledged to maintain a dialogue with the UK to "allay any concerns" the UK may have.
